This morning's shocking headline: "Legislature to miss budget deadline." What a surprise. The state Legislature hasn't missed a deadline since the last deadline.
The story by Staff Writer Derek Moore goes on to explain that the state may eliminate funding for the victims of domestic violence. In Sonoma County, according to YWCA Executive Director Denise Frey, that would mean the shuttering of the only shelter for women and children. It serves 300 people every year.
So, after many years of budgetary mismanagement in Sacramento, we have come to this: State government is as bloated as ever, but we may not have the money to protect women and children.

Comment: I see a lot of comments about illegals taking our services such a food aid and hospital services. Just remember if it weren't for them we wouldn't have cheap food on our tables. I don't see any natives ready to work in the fields in hot sun picking vegetables and fruits. I am for legal immigration such as a guest worker program. The problem with California's budget stems back to prop 13 in 1978. Before that the state had plenty of money for everything.

Comment: In the November 2006 election several propositions were passed for water projects, roads and other public works that were necessitated by the profit making activity of developers. This has cost the people approximately $80,000,000,000. (eighty billion dollars) The money has already been borrowed by sale of bonds. The legislature has no control over this because the public was hoodwinked to vote for it. We can, however, recover this money as well as other outlays for developers, by having the state impose impact fees on new development. New houses create demand for services provided by the state for colleges and universities, roads, parks, law enforcement and everything else in the same way that new houses create demands on services provided by local government. Local governments impose impact fees to recover a portion of these costs. The state should do the same.

Comment: Any state service, including emergency rooms, should have a citizenship requirement. If you can't provide proof of legal residency, out the door. It's too bad, but this is a 'tragedy of the common' situation. We need to clamp down on illegal usage of state services. Afterwards, we can see if that has any effect on the state budget. I have yet to see any studies pinpointing the extent of illegal immigrant costs in our state programs; this doesn't mean there isn't a problem. Right now, we cn't afford the freight for anyone else other than citizens. We just can't.

Comment: I agree if we stop supporting all the illegals California would be rich. Get rid of emergency/pregnancy medi-cal, wic, food stamps and all the other programs that illegals take use and take advantage of.

Comment: Perhaps state employees should have a limit on their OT. Or paid holidays such as Ceasar Chavez day should be reconsidered. Take a lesson from the private sector..get rid of the bloat.
